One of the largest infrastructure projects underway in Australia, Western Sydney International will open to international, domestic and air cargo services in late 2026 and will eventually grow to be one of Australia’s biggest gateways to the world. 

 

About the Opportunity 

The Internal Audit Manager is accountable for the development, implementation, management monitoring and reporting of WSA’s Internal Audit Program and the WSA Audit and Assurance Framework. Accountability for the implementation, management, and reporting of the WSA Fraud and Corruption Management Program, inclusive of the Fraud and Corruption Control Plan, Spot Audit Program and two-yearly fraud risk assessment process also sits within the remit of this position. 

The Internal Audit Manager is required to maintain a robust governance framework, encompassing the above-mentioned plans, programs and frameworks which is to be appropriate for the size, business mix and complexity of WSA, in relation to not only the delivery of Western Sydney International from a project perspective, but also in relation to building a robust business to take the airport into operation come 2026. 

As a position integrated across all business domains, this role is key in providing adequate support to the Board of Directors, the CEO, the Executive Leadership Team and Management in meeting their responsibilities with the respect to the management of the WSA risk profile. 

 

Your role will be responsible for: 

  • The provision of education of the Audit & Assurance Framework and the Fraud and Corruption Control Plan to key stakeholders and integration of the frameworks into business operations to establish robust governance processes. 
  • Ability to effectively manage internal and external resources. 
  • Management of budget and associated service provision costs. 
  • Act as a key stakeholder in the continuous improvement and education of the WSA Governance, Risk and Compliance (GRC) System.  
  • Accountable for the development, implementation and continuous improvement of the WSA Audit and Assurance Framework. 
  • Management of the WSA Internal Audit Charter. 
  • Management of the externally sourced Internal Audit provider and the Internal Audit budget. 
  • Accountable for the development and implementation of the Internal Audit Program and annual assurance program. 
  • Establishment and delivery of an annual fraud and corruption audit program. 
  • Reporting Assurance and Internal Audit Reports to the Executive and Audit and Risk Committee. 
  • Ensuring that both the Audit program and Auditors deliver a quality product which adds value and meets the standards set by the Institute of Internal Auditors (IIA). 
  • Collaborating with internal stakeholders and internal auditors to develop sustainable audit and assurance opportunities for improvement and corrective actions.  
  • Assist in tracking and reporting of action status. 
  • Integration of Internal Audit findings within the risk profile, to identify treatment activities to further strengthen control frameworks. 
  • Strategic partnering with the business to ensure plan alignment and delivery of value through conducted audit and assurance activity. 
  • Development, implementation and ongoing management of a Fraud and Corruption Control Plan.  
  • Development and delivery of appropriate fraud and corruption detailed and awareness training across WSA.  
  • Reporting on the status of Fraud and Corruption within the business to the Audit and Risk Committee. 
  • Responsibility for the coordination and management of actual and potential fraud and corruption incidents and subsequent investigations. 
  • Management of external organisations providing fraud and corruption management services. 
  • Effective stakeholder management. 
  • Maintaining a strong operational and working relationship with each business domain, through internal audit and fraud and corruption related activities. 
  • Establishment of professional networks with external bodies. 
  • Advise stakeholders on effective audit and assurance strategies, and fraud and corruption responsibilities in a transitional operating environment. 

 

About You 

We’d like to hear from you if you have the following: 

  • Minimum of 7-10 years of experience in a similar role (Audit, Risk Management, Regulatory Compliance and Governance,). 
  • Relevant tertiary (Bachelor’s degree minimum) qualifications. 
  • Strong communication skills, to liaise effectively on complex matters with all levels of the Company and Government. 
  • Previous experience is developing Executive and Board Level Reports of high quality. 
  • Previous experience is presenting to Executive Leadership Teams and Board Committees. 
  • A strong ability to develop procedures and interpret Government policies to achieve specified outputs, to advise the wider business on application of policy, and monitor implementation within WSA. 
  • Experience in implementing significant change initiatives. 
  • Action orientated individual, with demonstrated managerial courage and thought leadership. 
  • Ability to build and manage relationships with key internal stakeholders and act as their business partner. 
  • In-depth knowledge of the legislative, regulatory and policy frameworks affecting the financial management, compliance obligations, and reporting of government corporations. 
  • Strong commercial acumen. 
  • A clear sense of responsibility and an understanding of stakeholder and shareholder sensitivities. 
  • Unquestionable business ethics and an adherence to superior moral and ethical standards as demonstrated by integrity in previous executive positions. 
  • Ability to work on multiple issues at the same time. 
  • Ability to keep tight deadlines and work under pressure. 
  • Flexibility and ability to adapt to change. 
  • Strong interpersonal skills. 
  • Strong written and verbal communication skills. 
  • Strong supplier relationship management and project management skills.
